VIDBE-Q 2026 Volume 71 Issue 2 Nominated by Kallie Black Eagle Rosel Dalisay holds a master's degree in early childhood education, a post- baccalaureate certificate in Special Education (K–12), and is currently pursuing a Ph.D. in Education with a major in Special Education. She is a licensed Special Education teacher in the state of Montana with over ten years of international teaching experience and a strong professional background in inclusive and early childhood education. She currently serves as a Special Education Teacher at Crow Distinguished Service Award: Rosel Dalisay 53
