Individuals and led efforts for legislation that mandated the guidelines in
1986.
While serving as the Coordinator of the Program for TVIs at Texas Tech
University, Dr. Pogrund has continued to lead advocacy efforts to ensure
highly-qualified TVIs within the state including leading to two bills being
passed that mandated O&M evaluations for all students with visual
impairments and that students should be evaluated in the Expanded Core
Curriculum.
Dr. Pogrund has been a national and state leader in multiple
organizations and in various capacities. She has won numerous local, state,
and national awards for her work as an advocate, leader, and educator. She
is most widely known for her seminal books:
Early Focus: Working With
Young Children Who Are Blind and Visually Impaired and Their Families (first
edition in 1992 and second edition in 2002) and TAPS: Teaching Age-
Appropriate Purposeful Skills: An Orientation and Mobility Curriculum for
Students with Visual Impairments (first edition in 1993 and second edition in
2012).
